Quality rule of law education is the key foundation to building a society underpinned by the rule of law. Last year, the Education Bureau has added "law-abidingness" and "empathy" as the priority values and attitudes to be cultivated among students, reflecting the great importance it attached to rule of law education. In order to strengthen students’ sense of national identity and for them to have a better understanding to national security, the National Security Law and the National Anthem Ordinance are now part of the schools’ teaching curricula in Hong Kong. Against this background, the Department of Justice launched the "Rule of Law Enlightenment" Programme, a new, dedicated rule of law education programme for secondary school students in the 2021/22 academic year.

The programme consists of regular events that are held throughout the year, as well as an annual highlight event (press here for details – Chinese only). Through the various events, we hope to cultivate students to develop the culture of lawfulness and as a role model in schools to proactively practise and disseminate the proper concepts of the rule of law and to uphold the rule of law in the society.
